Ms. Judith R. Oxman took on the leadership of the Finance and Acquisition Career Development Office in September 2017. In this role she is part of the Office of the Chief Financial Officer leadership team, advising and assisting the Career Field Manager in furthering the expertise and support of agency priorities through strategic alignment of career field members, identifying their career field specialties and associated training, experience and career broadening opportunities available to them. She works collaboratively with her counterparts offering commensurate expertise to members of the other career fields and specialties across the agency with the goal of fostering the creation of an exemplary agency intelligence officer workforce through application of the tenets of the Defense Intelligence Agency’s (DIA’s) Talent Management System.
Prior to entering into her current position at DIA, Ms. Oxman was appointed as the Chief, Acquisition Management & Corporate Investment, Office of Contract Services (OCS) at the National Geospatial-Intelligence Agency (NGA) in August 2016 under a joint duty rotation, where she led three divisions, two operational contracting divisions and the contract policy division. As a Chief in OCS, she was part of the OCS Senior Leadership Group, advising and assisting the Agency Senior Procurement Executive and Component Acquisition Executive on acquisition strategy, policy and workforce development matters.
Prior to assuming this position at NGA, Ms. Oxman served at the DIA as Chief, Acquisition Protocol & Audit Remediation (2014-2016), as DIA’s Task/Delivery Order Ombudsman, as Deputy for Acquisition/ Workforce Portfolio Management, and as Agency Competition Advocate. She also served as the DIA Deputy Acquisition Executive and the Acting Head of the Virginia Contracting Activity (2005-2014).
Ms. Oxman began her career awarding and administering research and development contracts at the Naval Regional Contracting Office Philadelphia, Newport Detachment. In 1985, she went to work for the Naval Air Systems Command as a Contracting Officer for various aircraft avionics components. She began work as a Contracting Officer at the Space and Naval Warfare Systems Command in 1988, and was a senior acquisition advisor for numerous research and development programs, including communications and lasers. Ms. Oxman joined the Defense Information Systems Agency (DISA) in 1996 as Chief of Acquisition Policy and subsequently became Chief of the Network Services and Operations Contracting Division overseeing all unclassified Defense Information Systems Network telecommunications and information technology contracts for DISA’s internal and external worldwide customers. Immediately preceding her move to DIA, Ms. Oxman was a senior procurement analyst at the Department of Energy (DOE) providing advice, guidance and support to DOE’s acquisition and contracting organizations across the country.
Ms. Oxman received a Master’s Degree in Business Management from Troy University and a Bachelor’s Degree in Business Management from the University of Maryland, University College. She was the first graduate of the eGovernment Leadership Program offered by the Information Resources Management College (IRMC), National Defense University, and received a CIO Certificate from the IRMC. As a graduate of the Defense Acquisition University (DAU), she attained DAWIA Level III Program Management certification. She is a member of the Defense Acquisition Corps and is Level III certified in Contracting, Level l certified in Business Financial Management, and holds certifications as a Chief Information Officer and in e-Government Leadership. Ms. Oxman is a Certified Professional Contracts Manager and a Senior Fellow of both the Council for Excellence in Government and the DAU. Throughout her career, Ms. Oxman has consistently been recognized for her technical expertise, achievements and leadership acumen. She is the co-author of “Missing in Action: An Operational Definition of E-Government.”
