Ms. Judith R. Oxman was appointed as the Chief, Acquisition Management & Corporate In-vestment, Office of Contract Services (OCS) at the National Geospatial-Intelligence Agency (NGA) in August 2016 under a joint duty assignment. As a Chief in OCS, she is part of the OCS Senior Leadership Group and advises and assists the Agency Senior Procurement Executive and Component Acquisition Executive of matters of acquisition strategy, policy and work-force development.
Prior to assuming this position at NGA, Ms. Oxman served at the Defense Intelligence Agency (DIA) as Chief, Acquisition Protocol & Audit Remediation (January 2014-August 2016), serving as DIA’s Task/Delivery Order Ombudsman, the Deputy for Acquisition/Workforce Portfolio Management, and the Agency Competition Advocate. She has also served as the DIA Deputy Acquisition Executive and the Acting Head of the Virginia Contracting Activity (August 2005-January 2014).
Ms. Oxman began her career awarding and administering research and development contracts at the Naval Regional Contracting Office Philadelphia, Newport Detachment. In 1985, she went to work for the Naval Air Systems Command as a Contracting Officer for various aircraft avionics components. She began work as a Contracting Officer at the Space and Naval Warfare Systems Command in 1988, and was a senior acquisition advisor for numerous research and development programs, including communications and lasers. Ms. Oxman joint the Defense Information Systems Agency (DISA) in 1996 as the Chief of Acquisition Policy and subsequently became the Chief of the Network Services and Operations Contracting Division and was responsible for all unclassified Defense Information Systems Network telecommunications and information technology contracts for DISA’s internal and external worldwide customers. Immediately preceding her move to DIA, Ms. Oxman was a senior procurement analyst at the Department of Energy (DOE) providing advice, guidance and support to DOE’s acquisition and contracting organizations across the country.
Ms. Oxman received a Master’s Degree in Business Management from Troy University and a Bachelor’s Degree in Business Management from the University of Maryland, University College. She was the first graduate of the e-Government Leadership Program offered by the Information Resource Management College, National Defense University, and received a CIO Certificate from the Information Resource Management College. She was a graduate of the Defense Acquisition University attaining a Program Management certification. Ms. Oxman is a Certified Professional Contracts Manager (CPCM) and a Senior Fellow of both the Council for Excellence in Government and the Defense Systems Management College. She is a member of the Defense Acquisition Corps and is Level III certified in both Contracting and Program Management and holds certifications as a Chief Information Officer and in eGovernment Leader-ship. Throughout her career, Ms. Oxman has consistently been recognized for her technical expertise, achievements and leadership acumen. She is the co-author of “Missing in Action: An Operational Definition of E-Government.”
