James C. Sutton is a management consultant who graduated from the Senior Acquisition Course, PMC, and other DAU courses. Jim retired from the Senior Executive Service (SES) and his last assignment was as Deputy Assistant Secretary of the Army for Services where he was responsible for shaping the Army’s institutional strategy for the acquisition of services. Jim served as the Program Executive Officer, Ammunition where he was responsible for executing all conventional munitions programs of the Army including the milestone decision process. A major additional duty was as the Single Manager Conventional Ammunition for the integration and synchronization of joint services munitions programs. He was the first civilian project manager for Close Combat Ammunition Systems and earlier, the first civilian project manager for Heavy Tactical Vehicles. As an Army officer, he served in Armor, Cavalry, and Airborne units in the US, Germany, and Vietnam. His service began at age 19 when he enlisted in the US Marine Corps Reserve as a Rifleman.
